    Fraser Surrey Docks Expanding Current Services to Include Bulk Cargo Handling

    Multi-Purpose River Terminal Looks to the Future with Construction of a Bulk Handling Facility Vancouver, British Columbia, Canada – After several months of review and analysis, Fraser Surrey Docks LP and Parrish & Heimbecker Ltd. are pleased to announce that a canola meal/pellet and other agri-product bulk handling facility will be constructed at Fraser Surrey Docks. This new bulk handling facility will expand Fraser Surrey Docks’ capability as a multi-purpose terminal to include the fast-growing agricultural industry. Construction is expected to be completed by late 2010 with the first vessel to be loaded in January 2011.

    Fraser Surrey Docks remains committed to its core business of handling containers, breakbulk and project cargo. The strategic addition of this bulk handling facility will enhance Fraser Surrey Docks’ existing service offerings, position it to better serve customers’ needs, and further diversify its business in the agricultural industry, where there is growing demand for loading terminals on the West Coast that are equipped to handle for deep-sea bulk agricultural products. Over the past 20 years, canola production in Canada increased over 200% from 3.85 million metric tons in 1987/88 to 11.8 million metric tons in 2009/10. During that same period of time, the amount of canola being crushed rose almost 40% from 1.61 million metric tons to 4.8 million metric tons. The agricultural export market is expected to continue to grow through increased domestic supply and global demand.

    With this new efficient bulk handling facility, Fraser Surrey Docks will be ready to meet this global demand. The terminal’s strong intermodal rail solution and the seven deep-sea berths will provide congestion-free vessel loading/discharging both for ships carrying the bulk cargo and for existing container and breakbulk carriers.

    Fraser Surrey Docks is a modern multi-purpose marine terminal that has been serving the shipping industry since 1964 and is the largest facility of its kind on the west coast of North America. Fraser Surrey Docks is located along the banks of the Fraser River in Surrey, British Columbia in Port Metro Vancouver. The 150-acre terminal handles containers, breakbulk cargos, forest products and project cargos of any size and delivers a strong onsite rail solution.

    Dear Valued Customers,

    Effective July 1,2010, British Columbia is switching to a Harmonized Sales Tax from the current system of Provincial Sales Tax and Goods and Service Tax. While there will be minimal impact on the majority of services provided by Fraser Surrey Docks and Pacific Rim Stevedoring there will be a tax effect on some of the services performed.

    Fraser Surrey Docks achieves COR Certification from WorkSafe BC

    Health and Safety is a top priority at Fraser Surrey Docks and as clear evidence of this, the terminal has been rewarded for its dedication to health and safety by achieving the Certificate of Recognition (COR) with the BCMEA. The foundation of the COR program ensure that safety management systems exceed regulatory requirements and ensures comprehensive systems are in place to provide a safe work environment.

    COR is an employer incentive program, developed by WorkSafe BC, in partnership with the waterfront industry. This program encourages employers to voluntarily develop health, safety, and injury management systems. The initiative is based on the proven concept that employers who take a strategic approach to risk mitigation and continuous improvement have greater success in reducing the human and financial costs of workplace injuries.

    Fraser Surrey Docks’ health and safety management system and the injury management component of the certification were evaluated through standardized audits specifically developed for the waterfront industry. The successful attainment of an overall score of over 80%, with no one section being less than 50%, were required to receive a Certificate of Recognition. A certified auditor used the industry-specific audit tool to grant Fraser Surrey Docks the certification. The waterfront industry is governed by specific acts, regulations, guidelines, and practices that have been integrated into the auditing tool. The certification audit required in the first year is an external audit and is valid for three years.

    Since the beginning of 2006, Fraser Surrey Docks has been undergoing a dramatic face-lift in the Container Yard. The six-phase project is aimed to replace the full depth pavement structure within a majority of the area used for container operations at the terminal. In 2010, Phase V will take place with the expectation of breaking ground by the middle of June.

    The area to be resurfaced covers portions of the C and D Lanes and encompasses a total area of 3.7 acres. The Phase V work will continue where Phase IV left off, at the downriver portion of the C Lane and continues up river towards the rail tracks and Shed 6. The construction area will undergo a complete restoration of the asphalt tarmac. Phase IV is scheduled to be completed by the end of September 2010.

    BCMEA / ILWU Canada (Longshore) & BCMEA/ Foreman Local 514

    The Honourable Lisa Raitt, P.C., M.P. Federal Minister of Labour has appointed The Honourable Ted Hughes, Q.C. and Mr. John Rooney, Senior Mediator, Federal Mediation and Conciliation Services as Mediator(s) in both the BCMEA/ILWU Canada (Longshore) and BCMEA/Foremen (Local 514) negotiations.

    The Minister has also advised the parties of the following:
    "The appointment of mediators is intended to promote successful negotiations and facilitate an early settlement without a work stoppage. In light of the economic importance of the west coast ports and the still tentative nature of the economic recovery, the Government is particularly interested in fostering labour relations stability in the ports at this time"

    The British Columbia Maritime Employers Association is confident that these appointments will assist in moving forward the renewal of the ILWU Canada (Longshore) and Foreman Local 514 Industry Collective Agreements.

    Fraser Surrey Docks would like to address the concerns of our customers regarding the upcoming Winter Olympics, which are to be hosted in Vancouver and Whistler in February 2010. Fraser Surrey Docks does not foresee any interruptions in service on the terminal during this period.
    At this time we do not anticipate any traffic pattern changes in the area surrounding the terminal and the existing Fraser Surrey Docks' gate/operating hours will remain unchanged.     We are very pleased to announce that Fraser Surrey Docks continues to raise the bar by achieving unprecedented monthly average productions on their container vessels in 2009. Building on a record setting monthly average set in May 2009 of 31.2 container moves per hour (MPH) over all vessels, Fraser Surrey Docks achieved an average of 30.7 MPH over all vessels during the month of September 2009.

    Furthermore, Fraser Surrey Docks has steadily maintained their high container productivity over the past six months with production averaging 29.7 MPH over all vessels, from April to September 2009. Over this same time period, 51% of the vessels recorded productions over 30 MPH with 10% of them surpassing 35 MPH.

    Fraser Surrey Docks and the International Longshore and Warehouse Union (ILWU – Local 502 and 514) are continuing to aim high as they look to increase the overall amount of vessels that exceed the 35 MPH mark.
    We would like to take this opportunity to thank our customers for their dedication and commitment to our terminal as we continue to grow and build on successes such as this one.

    Please note that due to the general drop in truck and cargo volume through the container gate, effective Monday, September 14th, 2009, Fraser Surrey Docks will no longer be handling container transactions from 10:00 to 10:15 and from 14:30 to 14:45. We do not anticipate that this change will affect the premier service levels that our customers have come to expect from Fraser Surrey Docks.

    Since the beginning of 2006 Fraser Surrey Docks has been undergoing a dramatic face-lift in the Container Yard. The six-phase project is aimed to replace the full depth pavement structures within a majority of the area used for container operations at the terminal.
    This year, Phase IV will take place with the expectation of breaking ground on July 20th, 2009. The construction area will undergo a complete restoration of the asphalt tarmac in the container yard. The exact measurement of the area to be resurfaced has not yet been defined, as our engineering department continues to work with the contractors on this point. This portion of the project will not include any rail line refurbishment as some of the past phases had. Phase IV is scheduled to be completed by the end of September 2009. We thank you for your patience during the construction of this project as we continue our commitment to improving the Fraser Surrey Docks facility.

    Fraser Surrey Docks was proud to welcome the M/V “Corella Arrow” to the Vancouver Gateway on Wednesday June 10th, 2009. To commemorate the maiden voyage of the vessel, Bill Wehnert, VP of Sales and Marketing at Fraser Surrey Docks, presented Captain Ivica Majurec with a plaque onboard the new vessel.

    The new vessel, owned and operated by Gearbulk Shipping, arrived at Fraser Surrey Docks carrying over 1,000 metric tons of fabricated steel destined for the Westshore Terminals coal loading facility at Roberts Bank. The cargo is in the form of a prefabricated stacker-reclaimer which, when assembled, will be the fourth such machine operating at Westshore Terminals. The stacker-reclaimer will be used to load export coal destined for the worlds steel mills. Once operational, the new stacker-reclaimer will increase the terminal’s throughput to 29 million metric tones annually. The new 7,000 metric ton per hour stacker-reclaimer was designed and supplied by Sandvik Mining and Construction and fabricated in Korea by Doosan-Mecatec. The unloading at Fraser Surrey Docks included transferring the larger components, weighing as much as 130 metric tons, to a barge for delivery to Westshore, while the smaller components were transferred by truck. The machine is expected to be assembled and ready for work before the end of 2009.
    The M/V “Corella Arrow” is a general cargo carrier measuring 225 metres in Length Overall. The vessel was completed and delivered to Gearbulk in May of 2009. She has a deadweight tonnage of over 72,863 metric tons and has 2 travelling gantry cranes onboard with a lifting capacity of 70 metric tons each.

    We are very pleased to announce that Fraser Surrey Docks has achieved an unprecedented milestone in our average monthly production on container vessels. For the first time in our history, Fraser Surrey Docks has soared to a record monthly average of 31.2 container moves per hour (MPH). This impressive feat was accomplished during the month of May 2009, and included a vessel that reached a high of 38.3 MPH.

    This achievement was made by building on a strong monthly average set in April 2009 of 29.2 containers MPH. Fraser Surrey Docks and the ILWU Local 502 and 514 have worked together to achieve this milestone and we are now setting our sights on moving the overall MPH even higher! We will continue to strive to reach new heights not only in container production but also in the many other cargos that we handle at our multi purpose facility. The production numbers for Breakbulk operations have been steadily climbing for the past 18 months and continue to set new benchmarks at Fraser Surrey Docks.
